In 2017 the Oregon State Police and the Oregon Department of Environmental Quality investigated a continual and unauthorized discharge of storm water into the East Fork of McKay Creek by a Northside Rock Products quarry in North Plains. As a result of the investigation the owner of Northside Rock Products was issued civil penalties and convicted of the crime of Water Pollution.

In early 2019 Oregon State Police received reports of a continued unauthorized discharge from the quarry beginning a second investigation.

On Thursday, April 4, 2019 Oregon State Police Fish and Wildlife Troopers served a search warrant on the quarry with the assistance of the Oregon Department of Environmental Quality and the Oregon Department of Geology and Mineral Industries (DOGAMI).

Northside Rock Products was issued a suspension order effectively ceasing the operation of the quarry by DOGAMI. The
