Officers were on patrol in the area of Blue Hill Avenue and Washington Street when they observed the operator of a vehicle stopped in traffic, exit and reenter the vehicle. Further investigation revealed that the motor vehicles registration was cancelled. As officers were canvassing the area, BPD K9 Duke pulled the officers to the rear of 50/52 Columbia Road where they observed fresh blood on and around an unlocked window. Operations then notified the officers of an incoming 911 call for an unknown male knocking on an apartment door at 50 Columbia Road. Officers entered 50 Columbia Road where they positively identified the male as Jeremiah Constant, and placed him into custody.
